What is NAPC?

 

The National Agricultural Policy Center (NAPC) is a new research institution of the Syrian Ministry of Agriculture and Agrarian Reform (MAAR) specialized in applied economic analysis of agricultural policies. Its long-term mission is to provide well-informed policy advice in response to actual challenges and to stimulate interest and debate in the society on sustainable development of Syrian agriculture. Research and communication are the two pillars of the Center, which is emerging as a forum for agricultural policy debate. more

Syrian Agricultural Trade 2004

Syrian Agricultural Trade 2004 draws an updated picture of world and Syrian trade policies and trends with a special focus on agriculture, driving force of many developing economies.

Designed to be an instrument for researchers and scholars conducting studies on the Syrian economy’s current changeover, the report intends also to provide Syrian policy makers with functional background information on current challenges being faced by the country on its path towards global market integration.

It offers a detailed description of Syrian agricultural trade flows, top commercial partners (EU and Arab countries), and traded products (live animals, cotton and wheat as for exports; cereals, sugar and tea as for imports). Agricultural trade performance is assessed through selected indicators such as revealed comparative advantage and relative unit values.

Besides offering an overview of relevant international negotiations and bilateral and multilateral trade agreements already concluded or presently underway, such as the Euro-Syrian Association Agreement, it devotes a special chapter to Arab economic integration, focusing on the Syrian experience implementation and development of the Great Arab Free Trade Area executive program.

The launched third Phase of Project GCP/SYR/006/ITA, known as “Sustainable Capacity Consolidation of the National Agricultural Policy Center (NAPC)” reflects the continuous and fruitful cooperation approach among Syria, Italy, and FAO. The three parties met on the occasion of the first Steering Committee of the Project, held at the NAPC premises on 7 and 8 February 2005.

Under the auspices of the Minister of Agriculture and Agrarian Reform, the National Agricultural Policy Center (NAPC), supported by the Italian funded FAO Project  GCP/SYR/006/ITA, organized the 3rd National Agricultural Policy Workshop. The meeting, was held at Cham Palace, Damascus, on 1st July 2004, and opened by welcoming statements of H.E. Mahmoud Mohamed Taher, FAO Representative in Syria, H.E. Francesco Cerulli, Ambassador of Italy, and H.E. Adel Safar, Minister of Agriculture and Agrarian Reform.

The Workshop offered the possibility of exchanging views on recent policy analysis work carried out at NAPC on Syrian farming systems, comparative advantage of selected Syrian products and, eventually, requirements and opportunities for Syrian accession to the World Trade Organization. The research results and their policy implications was illustrated by NAPC Researchers along with FAO experts coming from France, Germany, Italy, and Spain, and discussed with officials of various Ministries and stakeholders from relevant national and international organizations.

Syrian Agriculture at the Crossroads

 
   

Syrian Agriculture at the Crossroads constitutes one of the main outcomes of the long term collaboration among FAO, the Syrian Arab Republic and the Italian Government.

The book summarizes a set of studies conducted by a panel of high level international and national experts within the first phase of the FAO Project GCP/SYR/006/ITA funded by the Italian Government with the objective of establishing the National Agricultural Policy Center (NAPC).

Syrian agricultural policies are reviewed throughout the book, which analyzes the conditions that have permitted substantial achievements in terms of food security and inter sectoral equity, and underlines the challenges the country is now facing in consideration of its fast growing population. Moreover, it addresses the new policy needed to adapt to a progressively liberalized economy, as exemplified by the decision of the Syrian Arab Republic to request admission to the World Trade Organization, while preserving the positive social features inherited from the sector’s history. more

Syrian Accession to the World Trade Organization

   
     

“Accession to the World Trade Organization (WTO): Options for Syria”: this is the topic of the seminar delivered on 20 October 2004 at the National Agricultural Policy Center (NAPC) by Dr Don Mc Clatchy, international expert from New Zealand, recruited under the Italian funded Project GCP/SYR/006/ITA executed by the Food and Agriculture Organization of the United Nations.

The seminar covered the possible options concerning agriculture-related negotiations for WTO accession, as well as the required adjustments that might be required for domestic policies.
